Yes, I studied in Makerere University between 2003 - 2005, I was doing MSTAT. In 2004, I went to Mbarara with some friend. By then it costed us less than 6000 UGS. I know most places in Uganda, Kasese, there is a hostel called Akamwesi in Wandegye, just outside the University, in Katanga (I know many people they think of a filty place when you say Katanga).
